Florida voters approved Amendment 3 with about 62% Yes. For Satellite Beach homestead owners, the nonschool homestead exemption rises to $150,000 in 2027 and $250,000 in 2028, then adjusts for inflation. The non-homestead assessment-increase cap drops from 10% to 5% for nonschool taxes. K-12 district tax exemptions, Save Our Homes and portability stay the same. Changes start January 1, 2027.

If you already own in Satellite Beach or you are shopping beachside in Brevard County, Amendment 3 is the property tax change most buyers and homeowners are asking about. It passed in the November 2026 general election, above Florida's 60% threshold for constitutional amendments. Below is what the official sources say, what it means for a primary residence versus a second home or rental, and what to check on a specific address before you budget.
Yes. Official results on Florida Election Watch show Amendment 3 with 4,917,796 Yes votes (61.98%) and 3,016,195 No votes (38.02%). The Florida Department of Revenue's Property Tax Oversight bulletin PTO 26-21 (November 5, 2026) confirms the amendment takes effect January 1, 2027 and first applies to the 2027 tax roll.
Florida Realtors also summarized the measure after the election: larger nonschool homestead relief, a lower non-homestead assessment cap, and no change to K-12 district tax exemptions, Save Our Homes or portability.
The increase applies to nonschool property taxes only. Per the Department of Revenue bulletin and the Florida Division of Elections amendment text, the homestead exemption for nonschool taxes rises to $150,000 in 2027 and $250,000 in 2028, then adjusts for inflation. The K-12 district piece of homestead stays on today's structure. Save Our Homes and portability are not rewritten by Amendment 3.
| Tax year | Nonschool homestead exemption | K-12 district taxes |
|---|---|---|
| 2026 | Current law (existing exemption) | Unchanged by Amendment 3 |
| 2027 | Up to $150,000 | Unchanged by Amendment 3 |
| 2028 and after | Up to $250,000, then inflation-indexed | Unchanged by Amendment 3 |
That exemption reduces the assessed value used for nonschool millages. It is not a cash rebate of $150,000 or $250,000. Your bill still depends on the parcel's assessed value, City of Satellite Beach and Brevard millage rates, and non-ad valorem charges such as stormwater or solid waste. Do not invent a dollar savings from a citywide average, and do not treat a condo the same as a single-household house when you estimate the line items.
Timing matters for relocators. The amendment and the Department of Revenue bulletin state that people who are not Florida residents as of December 31, 2026 receive the existing homestead exemption when they first qualify, with eligibility for the increased exemption beginning with their fifth year of exemption, to the extent permitted by the U.S. Constitution.
If you are buying a primary residence in Satellite Beach in 2027 or later and establishing Florida residency after that cutoff, plan on the smaller starting exemption until year five. Keep residency records (driver license, voter registration, utility bills) and confirm filing rules with the Brevard County Property Appraiser. Homestead still requires the home to be your permanent residence on January 1 and a timely filing. My posts on homestead exemption and portability after purchase and homestead property record handoff cover the file you should keep after closing.
Non-homestead property does not receive the homestead exemption, before or after Amendment 3. What changes is the annual assessment-increase cap for nonschool taxes: it drops from 10% to 5% beginning January 1, 2027. That can matter for owners of a Satellite Beach vacation rental, a second home used seasonally, or a condo kept as an investment.
The cap still resets after a change of ownership or control, so a buyer should not assume the seller's capped assessed value carries over. Pair that with flood and wind insurance quotes early. My pre-offer insurance quote packet and my property tax assessment ownership budget walk through the address-level checks that sit next to the tax line on beachside purchases.
Nobody can promise a lower bill on a specific house or condo from this post. Your TRIM notice reflects assessed value, exemptions, millage set by each taxing authority, and fees outside the exemption. Local budgets and rates can also change as the new rules take hold.
What you can do now is look up the parcel on the Brevard County Property Appraiser site, confirm whether the address is inside City of Satellite Beach limits or a nearby beachside municipality, ask for a parcel-specific estimate once official 2027 guidance is posted, and budget escrow from your expected assessed value rather than from the seller's current bill. That advice matters a lot here, where assessed values and insurance costs can differ block to block on the same barrier island strip.
For a countywide overview written for Brevard buyers and sellers, see my companion piece on what Amendment 3 means across Brevard County. When you are ready to compare Satellite Beach homes against those tax rules, start with the relocation guide, search homes for sale, or the buyers page.
In Satellite Beach I see a lot of buyers compare a condo payment with a single-household payment, and the tax line is often the part of the payment they underbuilt. Amendment 3 can help qualifying homestead owners on nonschool taxes, but the December 31, 2026 residency rule and the fact that K-12 district taxes stay on today's exemption structure mean the story is not the same for every buyer. The useful next step is a parcel look-up and a conversation with the Property Appraiser, not a guess from a headline.

January 1, 2027. The Florida Department of Revenue says it first applies to the 2027 tax roll. The nonschool homestead exemption is $150,000 in 2027 and $250,000 in 2028.
No. The increased homestead exemption applies to nonschool taxes. K-12 district tax exemptions, Save Our Homes and portability stay unchanged under the amendment as summarized by Florida Realtors and the Department of Revenue.

Investment and second home properties do not get the homestead exemption. Beginning January 1, 2027, the annual assessment-increase cap for non-homestead property drops from 10% to 5% for nonschool taxes. The cap resets after a change of ownership.
